成就与教训:学大寨运动中的农田水利建设高潮

农田水利建设高潮作为农业学大寨运动高潮的重要组成部分,两者是同步并行的。农田水利建设主要集中于兴修大中型水库及小型水库灌区配套设施、大规模开发利用地下水、普遍发展各种水电站等方面。大致说来,农业学大寨运动中的农田水利基本建设,初期搞得较好,后期搞得较差;多数搞得较好,少数搞得较差;之所以搞得差,是因为把大寨经验形式化、绝对化,没有做到因地制宜。学大寨运动后期出现的不顾条件的大干农田水利建设,是劳民伤财、得不偿失的,是极左思潮的反映,但不能因此否定大寨经验及大寨精神,更不能因此抹杀农田水利建设取得的成绩。对学大寨高潮中农田水利建设的总体评价应该是:规模很大,成绩不小;浪费也大,问题不少。
