| 摘 要： | 新中国成立初期,为了将城市改造成为社会主义建设的坚强堡垒,人民政府在大中城市普遍发动各种社会改革运动,力图对城市进行全方位改造,疏散城市人口即是其中的重要步骤。上海从解放初期即开始进行各种人口的疏散工作,并在1955年发动了动员职工家属离沪的运动。
