Responses and Balance of Value in Public Administration during the Social Administration Changing

The paradigm of western public administration always changes with the paradigm of social management. Every paradigm of social management has actually been seeking and balancing the core values, such as efficiency, responsibility, social justice, and so on. For a long time, few researchers have studied the fundamental values and goals of social management from the perspective of value pluralism, and advocated the value idea of new public administration that emphasized the value equality of efficiency, responsibility, and social justice. This has resulted in some negative outcomes, such as, difficulty grasping the developmental law and direction of public administrative theory, always falling into the paradox of mean- oriented values and end- oriented values, developing off- balance social management, and being short of public spirit and public interests.
