社区警务理论与实践中若干问题的思考

社区警务是指警察与社区公众有机结合 ,共同探讨和解决可能影响或制约社区正常生活质量的各种问题及潜在越轨的隐患 ,以达到预防和惩治违法犯罪、确保社区长治久安为目的的警务战略思想。社区警务实质上是一种警务工作理念 ,而非具体的警务方式。我国新时期社区警务必须关注以下问题 :(一 )科学配置警力 ;(二 )搞好社区警务室建设 ;(三 )建立灵活的弹性工作制 ;(四 )健全社区警务的考核机制 ;(五 )充分挖掘社区治安资源。

Thoughts on Issues of Theory and Practice of Community Police Service

Community police service refers to that police and community are integrated to mutually discuss and solve various problems,which probably effect or restrict the normal life in the community,and hidden troubles so that the strategical idea of police service,which aims at preventing and punishing crimes and securing the long public order,can be obtained.It is,in essense,a kind of belief of police service,not concrete pattern.During the new period the following problems about community police service must be drawn much attention:(1)scientific disposition of police force;(2)good construction of community police service office;(3)establishment of flexible system of work;(4)perfection of the check-up system;(5)deploitation of public security resources.
