| 摘 要： | 十七届五中全会强调必须"积极稳妥"推进政治体制改革,旨在强调平衡发展。它提醒着我们既要认识到政治体制改革的必要性与紧迫性,又要注意其敏感性与复杂性,统筹兼顾地进行政治体制改革是以平衡的视角推进政治文明的必然之路。
