基于科学发展观的政府管理体制创新

中共十六届三中全会提出的科学发展观具有深刻的内涵,为我国政府管理体制的创新指明了方向,提供了精神动力和理论支持。以科学发展观的视野考察我国政府管理体制发现,政府在职能定位、机构设置、管理制度和管理方式等方面依然存在弊端。基于科学发展观创新政府管理体制就是要创新政府理念、重塑行政文化,转变政府职能、尊重客观规律,优化政府结构、发挥整体优势，改进管理方式、提高行政效率,最终实现人本管理。

On the Innovation of Government Administrative System Based on the Notion of Scientific Development

The notion of scientific development brought forward by the Third Plenary Session of the 16th Party Central Committee of Communist Party of China has deep connotation,which has pointed out the direction for the innovation of the government administrative system and has brought spiritual power and theoretical support.Investigating our government administrative system with the notion of scientific development,we discover that there are still some problems in the government function,structures, management system,and management style.The innovation of government administrative system needs to innovate government's idea,reinvent administrative culture; change government's function,respect the objective law,optimize the structure of government, exert the whole advantages;improve the management style,improve administrative efficiency,so as to realize the people-centered management finally.
