公安群众工作问题的理论分析框架

目前关于提高民警公安群众工作能力的思考和讨论,缺乏一个更坚实的、更广阔的理论框架。在长期实践中,公安机关总结出了许多具有民警个人特点的群众工作方法,并以民警名字为方法冠名。文章认为＂能力＂不等同于＂方法＂,不能片面地将公安群众工作理解为方法问题,公安群众工作更是立场问题、感情问题,进而指出公安群众工作的理论基础是党建学科、是无产阶级政党群众工作理论,并参照其他相关学科理论,提出了公安群众工作的分析框架。

Theoretical framework of public security work of the masses

The present thinking and discussion on the improvement of public security police＇s ability to work with the masses is short of a more solid and broader theoretical framework. In the long-term practice, the public security organs summed up a lot of working methods with police personal characteristics and named the methods after the names of the police.The author thought that ＂ability＂ was not equivalent to ＂mothod＂, so the public security work of the masses couldn＇t be understood one-sidedly as a problem of method, but rather problems of position and emotion, and then pointed out the theoretical basis of the public security work of the masses was the party building discipline and proletariat political theory of mass work, and put forward the analytical framework of public security work of the masses with reference to other relevant discipline theories.
