| Abstract: | Administering a country according to law has been established policy of managing state affaires in constitution.However,it is more important to regard"running a country according to law"as a practice, a gradual process.Realizing nomocracy need a good cultural ecological environment, which contains scientific spirit, social contract notion,political market conception,ideological market conception, citizen consciousness,right and obligation notion,equality and freedom notion,etc. Among them,the essential core is rational culture. |
