明晰产权-国企改革的路径选择

我国的国有企业是建国初期承袭苏联模式建立起来的,是计划经济体制的产物。随着我国市场经济体制的确立,作为市场经济主体的企业要参与竞争就必须有清晰的产权.但长期以来我国国有企业产权一直模糊不清,主要表现在:企业所有权的模糊性,产权的不可转让性和产权的残缺性。产权清晰是现代企业制度的首要特征,因此,国企改革首先要明晰国有企业产权。

But for a long time, the property-right of state-owned enterprises is ambiguous which mainly embody in its ambiguity, being untransferable and incompleteness. Clear property-right is the primary feature of modern enterprise system, so, the first thing to do is making clear property-right in reformation of state-owned enterprises.
