论新农村建设实践中存在的问题及其对策

建设社会主义新农村,是党中央从根本上解决“三农”问题的战略部署。但从各地的实践看,还存在着一些问题:一是新农村建设的实效性不足;二是农民群众的主体性作用未能充分发挥;三是新农村建设的内生动力不足;四是民生问题未受到应有的重视;五是缺乏推动农村发展的长效机制。要矫正上述问题,应该采取以下对策:一是坚持舆论先导,进一步凝聚新农村建设的共识;二是坚持以人为本,充分尊重农民的主体性地位;三是坚持各方参与,努力形成新农村建设的合力;四是坚持全面进步,积极推进农村经济社会的协调发展。

Problems and Corresponding Countermeasures in the Construction of New Countryside

Building new socialist countryside is the Party's major strategy to deal with the "Three Issues of Farm,Farming and Farmers".However,in practicing such strategy,there are still some problems,i.e.lack of effectiveness in the construction of new countryside;farmer's subjective roles not fully played;lack of inner drive in the construction of new countryside;livelihood issues not being duly emphasized;lack of long-term mechanisms to promote the development of countryside.To accelerate the construction of new countryside,we shall enhance press publicity to get the common understanding on new countryside construction;respect the subjective position of farmers;persist in cooperation of different parties;and actively promote the comprehensive development of the economic society in the countryside.
