党的十五大报告提出"依法治国,建设社会主义法治国家",主要基于我国的经济体制改革的深入和现代化建设的进一步发展以及推进政治体制改革的客观要求,经过近10年的探索和实践,人们对于依法治国和法治国家的认识日愈成熟和自觉.英国、美国和中国的法治实践证明,法治是一个社会发展过程,是一个漫长而艰苦的发展过程,是一个不断加深对本国国情认识的基础上不断完善法制和认同法治的过程.

The Rule of Law is the Process of Social Development

On the 15th National Congress of the CCCP,the governing party put forward that "the People's Republic of China exercises the rule of law,building a socialist country governed according to law",in order to meet the needs of deepening the reform of the economic and political systems.With about ten years practices,more and more people realize the importance of this national policy.The rule of law is the process of social development,it is proved by the practice of rule of law of U.K.,USA and China.She illustrates that the rule of law in a long and hard process,as well as the people try to perfect the legal systems and recognize the specific rule of law on the basis of gradually knowing their nation better.
