| 摘 要： | 欧盟出台的新的共同农业政策（CAP）对农业补贴进行了根本性的改革，改变过去以生产为依据的农业补贴，代之以农民所得为依据的农业补贴。CAP有关农业补贴的分析研究，对中国的农业补贴改革有着重要的理论价值和借鉴意义。
