新形势下两岸产业合作的模式、区域与战略选择——基于全球价值链动力机制视角的分析

本文从全球价值链动力机制的角度，分析了不同驱动模式下，两岸产业合作的模式、区域与战略选择问题。对于购买者驱动型产业，应采取共创华人品牌、逐渐打入国际市场的合作方式，区位优势主要在长三角与珠三角地区；对于生产者驱动产业，应集中力量发展产业链上游的技术合作，智力密集度高的环渤海地区最为适合；对于混合驱动产业，合作重点应是共同标准的研发与制定，综合实力强的长三角地区最具优势。对此提出三点配套政策：借助ECFA与搭桥项目，建立两岸产业合作平台；发展总部经济，推动购买者驱动型产业共同“走出去”；结合“十二五”规划，提早部署两岸产业合作重点及方案。
