| 摘 要： | 2004年,广东、河南等省宣布取消农业税,这无疑是解决"三农"问题的重要举措.然而,"三农"问题的解决是复杂的系统工程,最终解决"三农"问题不仅要有新思维新角度,还要有相关的政策措施以及适当的目标规划.
