| 摘 要： | 鉴于当前我国法治建设中所面临的诸多问题，往往不能归咎于实体层面的不正义，而更多应归咎于程序层面无法充分反映正义，重构我国宪法程序制度理应成为新时期我国法治建设的焦点问题。本文通过对我国宪法程序的价值分析和实证考察，揭示了当前我国宪法程序建设中存在的种种问题，指出重构我国宪法程序制度应当以加强公民宪法权利救济及保障程序、完善国家权力运行的程序以及完善国家权力监督程序为重心来进行。

| Abstract: | For the fact that many problems occur during the rule-of-law construction in China, does not result from unjust norms, but from justice＇s not being expressed in procedure, reconstructing constitutional procedure system is the most important issue for rule-of-law construction in present China. Through the value analysis and positive study, the authors analyze problems in area of constitutional procedure construction, and put forward that reconstructing constitutional procedure system in present China should focus on strengthening citizens＇ fundamental rights＇ relief and protection system, perfecting national power functioning system and power supervision system. |
