加快推进我国科技体制创新的对策研究

当前,建设创新型国家已经成为我国面向未来的重大选择。建设创新型国家的核心是把自主创新作为我国未来科技发展的战略基点,而良好的制度安排和制度创新是开展自主创新活动的重要前提和基础。我国现行的科技体制不仅滞后于科技发展的内在要求,而且还存在很多与推进自主创新战略不相适应的地方。本文从科技创新活动的特点出发,结合我国现行科技体制,就我国科技体制的创新进行探讨和分析。

Study on Countermeasures for Accelerating and Promoting the Innovation of Scientific and Technological System in China

At present,it has been the significant selection for China's facing the future to establish innovative country.The core of establishing innovative country is to regard self-innovation as the starting point of the scientific and technological development in the future;the activity of self-innovation presupposes the favorable system arrangement and system innovation.The present system of science and technology of our country lags behind the internal requirement of the scientific and technological development;and there are many aspects that don't suit the needs of promoting the strategy of self-innovation.This paper,from the characteristics of the scientific and technological innovation,in the light of the present scientific and technological system,discusses and analyzes the innovation of scientific and technological system of China.
