试论证件犯罪

证件犯罪是当前较为猖獗且有严重化趋势的一类犯罪。当前证件犯罪有技术性强 ,隐蔽性与公开性相结合 ,有组织性 ,涉及的证件种类多、数量大等特点。社会投机心理、证件管理的法制意识不强及打击不力是证件犯罪较为猖獗的主要原因。预防、减少证件犯罪必须使全社会都充分认识证件犯罪的危害性 ,完善刑法中证件犯罪的规定 ,严格证件查验制度 ,并加大对证件违法犯罪的打击力度。

On the Crimes of Certificate

Nowadays credentials crimes are very rampant and have the momentum to become more serious.The present credentials crimes have the following features:high-tech is widely used;the combination of secrecy and openness;various credentials are involved and the quality is great;well-organized.The main reasons that credentials crimes are so rampant are:speculative psychology,Being short of strong legal sense in credentials-managing.Not taking strong measures against credentials crimes.To prevent and reduce credentials crimes,we must make the whole society realize the harmfulness of them,improve the stipulation about credentials crimes in the criminal law,strengthen the management in examining credentials,and take stronger measures against credentials crimes.
