和谐社会构建中的农民人权保护

农民是我国最大的社会群体，尊重和保护农民人权是构建和谐社会的基础。由于城乡隔离的二元社会结构、政策的偏差和法律保护的不力、公权力行使的不合法等导致了农民人权缺乏有效保护。现实中，应从改革现行的户籍制度、调整国家利益分配机制、加强农民人权保护立法、建设法治政府等方面入手，切实加强保护农民人权。

Protect Farmers' Human Rights in Building a Harmonious Society

Farmers constitute the biggest social group in China. It provides the basis of a harmonious society to respect and protect farmers＇ human rights. But there is a lack of the effective protection of farmers＇ human rights in the country because of the rural-urban separation system, deviations in policies, poor legal protection and an illegal exercise of public power. The solutions to these problems are to innovate in the existing household registration system, regulate the income distribution system, strengthen legislation for farmers＇ human rights protection and build a government under the rule of law.
