The Analysis of Decision- making Behaviors for Local Government During Transition Period

In social transition period,decision-making behaviors for local government have different characteristics in different areas;affecting factors are mainly including functions and roles orientation,laws and policies,interests and the quality of officials,tenure and seniority,information and supervision etc.And we must define the decision-making powers borders for local government,regulate decision-making process,open decision-making process,strengthen the decision-making supervision,and make local government do things correctly and do the right things in decision-making.
