| 摘 要： | 由于我国对扭送的理论研究非常薄弱,因此在司法实践中存在许多有待解决的问题,今后应该在立法层面上细化有关扭送制度的具体规定。让扭送制度既能打击犯罪又能保障人权,同时也能够充分调动群众与犯罪行为作斗争的积极性。

| Abstract: | We have done little work to study the theory of seizing and delivering to the public security organ and there are many problems concerning it in judicial practice.Therefore,it should be stipulated in detail in the law.As a result,the system can attack the crime,protect citizen's rights and make people active in fighting against the crime. |
