| 摘 要： | “无增长改善论”是英国警务理论学家约翰·安德逊提出的关于警力配置的重要理论,即警察机关在不增加人员编制、器材装备的前提下改善与提高警力。这一理论对我国警务改革过程中优化警力配置,对现有警力进行挖潜和延伸具有重要的指导意义。

| Abstract: | The theory of un-expending improvement is an important theory on the arrangement of police strength which was put forward by an English theorist John.Anderson.It is that the police improve the police strength without the increase of the numerical strength of police and the improvement on the equipmel.The theory is an instructive the- ory to us on how to optimize the police the police strertgth in the police affairs reform. |
