| 摘 要： | 以社会为本位的政府采购合同具有很强的经济法意义,明确其法律性质是对其进行法律调整的必要前提。但对这个问题一直存在不同的见解,本文从对政府采购行为的特殊性及其与政府采购合同的区别和联系的分析中得出问题的答案。

| Abstract: | Government procurement contracts regarding the benefits of society as standard have a great significance in the field of economic law. If we want to adjust government procurement contracts by law, firstly, we must understand what is legal quality of it. As for the question, there have many views. The article tries to find an answer through analyzing something about government procurement acts, including the particularity of it and the differences, relationships with government procurement contracts of it. |
