| 摘 要： | 党的十六大以来，党内民主制度建设取得了长足进展，然而党内民主运行仍面临诸多困境，如以权力划分党员权利，以书记为“当然”核心，由组织“控制”选举局面等。造成党内民主运行困境的原因是多方面的，缺乏民主文化的有力支撑是其深层原因之一。现阶段，只有大力弘扬党内民主文化，积极培育党内民主意识，及时更新党内民主观念．才能为党内民主建设提供有力的理论支撑。

| Abstract: | Since the Party＇s 16th National Congress, we have made rapid progress in establishing the system for intra-Party democracy, but we are still facing such difficulties in exercising intra-Party democracy as a Party member＇s power deciding his/her rights, the secretary being ＂naturally＂ at the core and intra-Party election being controlled by the Party＇ s organization. These difficulties are existing due to lack of democratic culture in the Party. Only by carrying forward intra-Party democracy culture, being active in fostering the awareness of intra-Party democracy and renewing the sense of intra-Parly democracy at the present stage, can a strong theoretical support be provided for exercising intra-Party democracy. |
