Upholding Social Justice and Scrupulously Abiding by Social Equality--a key point for the administrative ruler to construct a harmonious society

A society putting talents to full use with harmony is the social foundation for the Party to strengthen its ruling power. It is also the inevitable demand for the Party to achieve its historical task. Social justice and social equality which the administrative ruler's duty lies in are the base and prerequisite of constructing a harmonious society. So, the first preference as a measure for constructing a harmonious society is to formulate policy and enact laws under the foundation of upholding social justice; Implementing social justice under the standard of social equality is the basic requirement to construct a harmonious society.
