| 摘 要： | 农村税费改革是一场革命，是解决当前“三农”问题的一项制度性的改革措施，是增加农民收入的重要保证。农民负担过重已成为影响农村稳定和制约农民增收的重要根源。推行农村税费改革代表了广大农民的根本利益，是全面贯彻“三个代表”重要思想体现，也是全面建设小康社会根本性的战略举措。
