| 摘 要： | 安定有序是和谐社会的重要特征之一。建立公共安全应急机制不仅是维护国家安全、社会稳定和人民群众利益的重要保障，而且是履行政府社会管理和公共服务职能的重要内容。为此，应从协调、指挥、预案、预警、响应、保障等方面建立科学有效的公共安全应急机制。

| Abstract: | Public order and social stability characterize a harmonious society.A quick response system to emergencies concerning public security is not only an important measure to safeguard national security,social stability and the interests of the people but also an important content in a government's fulfillment of its function of society management and public service.For this purpose,a scientific and effective quick response system to emergencies concerning public security containing the following contents should be established: coordinations,commands,preliminaries,responses and safeguards. |
