| 摘 要： | 以博弈视角看,中央政策的执行其实是地方政府与中央政府间的博弈过程。因此,对两者博弈模型进行分析,总结中央政策执行阻滞的原因,并从制度选择角度研究对策,可以说是解决中央政策执行困境的一条有效路径。

| Abstract: | Looking from the gambling angle,central policy's execution actually is the benefit gambling process between local authority and central government.Therefore,it can be said that carrying on the analysis to the gambling model,summing up the causes of the execution hinders,and finding countermeasure from the institutional angle is an effective way to solute the difficult position of central policy execution hinder. |
