大连完善社会安全事件预防预警和应急处置体系研究

文章基于大连市应急指挥平台建设以来，整体应对突发社会安全事件预防预警与处置机制建设与发展现状，在充分认识健全和完善应对突发社会安全事件预防预警与处置机制的必要性与紧迫性基础上，重点围绕着完善应急管理预防预警机制建设和强化应急管理处置机制建设两大方面展开论述。着重阐明预防预警系统机制的建设与完善，更应注重防范预警功能；应急处置行动必须消除单元要素存在着的“短板”，才能避免处置行动效果的“木桶现象”。进而提出推进大连应对突发社会安全事件预防预警与处置机制建设的四点对策。

A Study on Improving Prevention and Pre-Alarming and Emergency Disposal System of Social Security Incidents in Dalian

On the basis of analyzing the construction and development situation of prevention and pre-alarming and disposal system in dealing with social security emergencies on the whole since the emergency command platform construction in Dalian and fully recognizing the necessity and urgency of perfecting and improving the system, this article focused on two aspects to elaborate： one is to improve the prevention and pre-alarming system construction of emergency management; the other is to strengthen disposal system construction of emergency management. More attention should be paid to prevention and pre-alarming functions in constructing and improving prevention and pre-alarming system mechanism while emergency disposal actions must eliminate the existing ＂short slab＂ in those elements in order to avoid ＂cask effect＂ and further put forward four countermeasures to move forward the mechanism construction in Dalian.
