| 摘 要： | 北京市公安局从2011年开始逐步实施的社区民警驻区制,在推行过程中,即取得了可喜的成绩,也存在不少困难。这些困难主要体现在社区民警驻区制的经费保障稳定性差、社区民警驻区制的人员管理与考核难度大、驻区民警的警务素养与社区工作要求有一定差距等。在了解北京社区民警驻区制的实施背景和现状的基础上,运用相关警学理论,从多渠道筹措资金、科学安排勤务、创新考核机制、多角度提升驻区民警的警务素养等几个方面对上述问题提出科学化建议,以期其能更好地发挥功效。

| Abstract: | Beijing Public Security Bureau gradually has implemented garrison system since 2011, and in the process of implementation, gratifying achievements have been made, but there are still many difficulties. These difficulties are mainly in the poor stability of ensuring funds, difficult personnel management and evaluation system, and lower policing literacy for the job requirements. On the basis of understanding the background and status of the implementation of garrison system of community police in Beijing, using relevant police theory, raised scientific suggestions to better play its effectiveness, such as raising funds from multiple sources, scientifically organizing service, innovating evaluation mechanism, and enhancing the policing literacy from multi-angles. |
