巨灾保险试点问题解析及对策研究

巨灾保险试点运营以来,在取得了一定的巨灾风险管理成效的同时困难也不断出现,因此,如何进一步推行巨灾保险,是一个亟待解决的问题。本文在论述以巨灾保险转嫁巨灾风险与自助、互助、公助的理念相契合,巨灾风险之"公众性"和"社群性"决定了巨灾保险政府介入的必要性和有限性,巨灾保险与大数法则的矛盾及其化解,巨灾保险试点运营存在的问题与政府介入的维度、方式及回弹性的基础上,对推行巨灾保险提出以下对策建议:设立"巨灾保险救助基金"和"巨灾储备金"并采取三级联保方式;推广和创新巨灾保险产品;通过扩大试点范围和强制保险等措施,解决巨灾保险试点运营存在的具体问题。

On the Analysis and Countermeasures of Catastrophe Insurance Pilot

Since the pilot operation of catastrophe insurance,it has achieved certain results in catastrophe risk management,but at the same time,there are many difficulties.Therefore,how to further implement catastrophe insurance is an urgent problem to be solved.This paper discusses that catastrophe insurance transfers catastrophe risk in accordance with the concepts of self-help,mutual assistance and public assistance.The "publicity" and "community" of catastrophe risk determine the necessity and limitation of government intervention in catastrophe insurance,the contradiction between catastrophe insurance and the law of large numbers and its resolution,the problems existing in the pilot operation of catastrophe insurance and the dimensions,methods and resilience of government intervention on the other hand,it puts forward the following countermeasures and suggestions for the implementation of catastrophe insurance:the establishment of "catastrophe insurance rescue fund" and "catastrophe reserve" and the adoption of three-level joint insurance;the promotion and innovation of catastrophe insurance products;the expansion of the pilot scope and compulsory insurance and other measures to solve the specific problems existing in the pilot operation of catastrophe insurance.
