| 摘 要： | 行政复议在化解行政争议、维护人民群众合法权益、推进依法行政、建设法治政府以及促进社会和谐稳定中发挥着重要作用.在构建和谐社会的时代背景下,有必要重新审视行政复议工作中存在的不足,通过有效措施切实加强行政复议能力建设,进而推动行政复议工作的制度化、科学化、规范化,最大限度地实现行政复议的功能.
