| Abstract: | The purpose for which procuratorial organ supervises the administrative organ in transferring cases suspected of being guilty is to settle the issue of substituting administrative penalty for punishment within the scope of procuratorial power.Sum- ming up the process of establishment and development of the working mechanism of connection between the administrative law enforcement and criminal justice and finding legal basis of the mechanism will redound to the implementation of procuratorial re aponsibility of legal supervision. |
