摘    要:党政机构领导职位竞争上岗是我国干部选拔任用制度的新发展。从理论上分析 ,这种干部选拔任用制度是实现社会主义代议制民主的根本保证 ;从国家管理的实践上分析 ,这种干部选拔任用制度体现了我国社会主义市场经济发展的内在要求 ,适应了世界经济全球化、管理国际化、政治民主化的发展趋势 ,它的实施有力推动了我国干部队伍建设。

Abstract:Entering leadership of party and government organs through competition is new development of China's select system of cadres' appointment. Theoretically, this system is the fundamental guarantee for realizing socialist representative system democracy. From practical point of view of running country, this system fits in with the evolutional tendency of economic globalization, management internationalization, and political democratization, meets requirement of scientization, democratization, institutionalization of state administration with the development of socialist market economy and reform and opening to outside.
