中、缅、老三国警察艾滋病预防需求比较研究

艾滋病防治问题已经成为了世界各国面临的严峻问题。本课题本着理论联系实际,立法、执法研究从实际出发,充分了解公安基层的实际经验和需求的原则。对云南省公安厅禁毒局、昆明市公安局、昆明市海关缉私局等禁毒业务部门进行了调研,并对到云南警官学院受训的缅甸、老挝禁毒执法人员进行了问卷调查。通过问卷调查的比对分析,为有针对性在三国警察中开展艾滋病防治培训提供依据,为开展艾滋病预防宣传工作、解决执法中的困惑提供研究重点和方向。

Comparison Research on AIDS Prevention Assessment of China, Myanmar and Laos Police

AIDS prevention is becoming a worldwide serious issue.The project team had an investigation in Narcotics Department of Yunnan Provincial Public Security Bureau,Kunming Municipal Provincial Public Security Bureau,Kunming Municipal Customs and Smuggling Investigation Bureau.In addition, Some police from Myanmar and Laos sent to Yunnan Police Officer Academy by international cooperation project were involved in the questionnaire.In the investigation the principle "theory should combine with practice,and legislation and law enforcement should be based on clear awareness of grass-roots agencies' demand and experience.The results of questionnaire comparison of three countries are expected to provide evidences in AIDS prevention training among the police of the countries,and refer to the highlights of research on AIDS prevention and problems of law enforcement.
