重大活动治安防控体系建设研究——以武汉市为例

重大活动不同于常规活动,也与大型群众性活动、集会游行示威活动之间存在明显差异,其内涵界定应有自身特点。重大活动隐藏着不同类型的治安风险,对传统常规治安防控体系产生冲击效应与检验效应。通过对武汉市重大活动治安防控经验进行梳理与研究后发现武汉市在重大活动的组织和治安防控的运用方面具有一定基础和优势。同时结合武汉市组织体系与常规治安防控体系建设,分析了新形势下武汉市在重大活动治安防控中可能存在的漏点,提出了武汉市在重大活动治安防控体系建设中应改进和强化的措施与建议。

Research on the Public Security Prevention and Control System Construction of Major Activities

The major activities are different from regular activities, there are also obvious differences between large-scale crowd activities, gatherings and demonstrations, the connotations should have their own characteristics. Different types of public security risks which are hidden in major activities, and caused impact effect and inspection effect on traditional conventional public security prevention and control system. Through combing and researching the experience of public security prevention and control of major activities in Wuhan, we can found that Wuhan has certain foundations and advantages in the organization of major activities and application of public security prevention and control.At the same time, through combined with the construction of Wuhan organization system and regular public security prevention and control system, we analyzed the possible omissions in the public security prevention and control of major activities in Wuhan under the new situation, and put forward measures and suggestions that should be improved and strengthened in the construction of public security prevention and control system in Wuhan.
