乡村振兴背景下欠发达地区健康治理效能提升研究——以山西促进社会办医参与健康治理为视角

以促进社会办医参与推进健康治理,对我国欠发达地区实现乡村振兴具有重要的实践意义,其逻辑需求蕴含于新时代健康目标、健康返贫风险性及现实新机遇中。基于健康治理分析框架和对山西相关调研,可以发现在促进社会办医参与健康治理中,目前存在影响制约健康治理效能的多重因素,包括经营管理目标理念失当、参与机会空间难以拓展、人才短缺限制自身参与能力提升等。其主要根源在于,相关政策设计及治理主体关系存在缺陷。基于此,应以社会办医服务能力提升为着力点,通过健康治理目标、主体关系及制度保障三方面的优化创新,实现欠发达地区健康治理效能的有效提升。

Research on efficiency improvement of Health Governance Strategies in Underdeveloped Areas under the Background of Rural Vitalization:From the Perspective of Shanxi’s Promotion of Social Medical Participation

It is of great practical significance for rural revitalization in underdeveloped areas of China to promote the social medical service to participate in health governance,and its logical needs lie in the health goals in the new era,the risk of health and the new opportunities in reality.Based on the analysis framework of health governance and the relevant research in Shanxi(Province),it can be found that there are many restrictive factors that affect the health governance efficiency in promoting the participation of social medical services,including improper concept and objectives in management,difficulty in expanding the opportunity space for participation,and shortage of talents restricting the improvement of self-participation ability.The main reasons are the defects of related policy and governance subject relationship.Therefore, we should focus on optimization and innovation in health governance goals, subject relationships and institutional guarantees to improve the service ability of social medical, the effectiveness of health governance in underdeveloped regions will be effectively improved.
