| 摘 要： | 民主法治既是和谐社会的要求，也是和谐社会的保护神。和谐社会需要良法治国。良法的内容在于大众道德，其程序价值在于民主。我国的法制建设在实现民主上存在一些问题，克服这些问题是我们建立和谐社会的基础。
