体制与人的素质

我国现实社会中存在一些突出问题,体制的缺陷是出现这些具有普遍性社会问题的根本原因。一个国家成立或独立初期,或处于重大转型时期,以民主政治为基础的体制建设,是领袖人物的头等大事,与制定未来发展规划和建设一些重大项目相比,要重要得多。

The System and People's Quality

Aiming at some outstanding problems in the reality of our country, this article analyses the influence of system factor and the factor of people's quality, ranging three levels from ordinary people, general cadres to leaders. Then, it refutes the argument of attributing numerous social problems, including delayed construction of democratic politics to the view of "poor national quality". Hence it induces that the defect of system appears to be the underlying reason for these universal social problems. Hereon, combining the experiences and lessons of domestic and international modernization drive,this article points out that when one country establishes or becomes independent at its initial stage, or stands in its important transition period, system construction based on democratic politics should become top priority of the leader, and will be much more important than drafting future development plan and building some big projects.
