| 摘 要： | 党的十七届四中全会提出,加强和改进新形势下党的建设,必须全面贯彻党的十七大关于党的建设总体部署.按照党的十七大所强调的"善于使党的主张通过法定程序成为国家意志"的要求.来构建党政关系的新模式,是解决党在新时期执政能力的关键.
