求实：社会治理者的责任

中国共产党人的“实事求是”、“一切从实际出发”的科学原则 ,可以表述为“求实”这一伦理范畴或道德规范。对于一般社会生活来说 ,求实是人的一种美德 ,而对于公务人员、国家干部等等社会治理者而言 ,求实则是一种责任和义务 ,是不同于法律责任义务和行政责任义务的道德责任义务。现代社会治理者能否承担起求实的责任义务 ,决定了他能否成为一个合格的现代社会治理者。如果说在农业社会的统治型社会治理和工业社会的管理型社会治理之中 ,求实精神与权力运行的现实存在着根本性的矛盾和冲突 ,那么 ,在 2 0世纪后期迅速生成的一种新型的社会治理模式中 ,求实精神的一切制度性的障碍都会得到消除 ,这时 ,服务型社会治理活动 ,对社会治理者的要求就是要把求实精神作为道德责任和义务承担起来

Being Realistic: A Duty of Social Administrators

Seeking truth from facts" and "Proceeding actual conditions ", the scientific principles of members of the CPC can be expressed as "Being realistic "-- an ethics category or a code of ethics. "Being realistic" is a moral character for general social life. As far as social administrators-civil servants and state personnels-are concerned, it is a duty and an obligation, different from the moral duty and the obligation including legal and administrative responsibilities . Whether a person will become a qualified social administrator in modern times is determined by whether he can assume the obligation of "Being realistic". In the ruling social administration of agriculture society and the managing social administration of industry society, if there exist fundamental contradictions and conflicts between the spirit of " Being realistic" and the reality of performing the official functions, all the institutional obstacles of the spirit of "Being realistic" will be eliminated in the new mode of social administration which came into being in the later period of the 20th century. At that time service social administration will require the social administrators to assume the spirit of "Being realistic" as a moral duty and an obligation.
