| 摘 要： | 市场的外部性使市场无力提供农村公共产品而出现市场失灵 ,政府的内部性使政府在提供农村公共产品的低效率和高成本而出现政府失败。农村公共产品如何有效供给 ?有没有除市场和政府之外的第三种力量能够对农村公共产品有效整合与供给 ?类似于农民协会这样的农村民间组织能担当诸种重任吗 ?回答是肯定的 ,但是必须具有一定的条件
