| 摘 要： | 最近几年,公安机关统计的治安案件立案数明显低于刑事案件立案数,与历年的规律相矛盾。造成这种现象的原因主要是:重刑事、轻治安案件立案,派出所忽视基础台帐建设,刑事立案存在重复,治安案件中存在不破不立的现象等。

| Abstract: | In recent years, the statistical number of peace order cases registered by public security organ has been evidently less than criminal ones, which is inconsistent with the rule concluded during previous years. The major reason of this phenomenon is that: criminal cases are more stressed upon than peace order ones being registered, local police stations ignore basic construction, criminal cases are repeatedly registered, peace order cases are not registered if they can't be solved, etc. |
