| 摘 要： | 科学发展观是推动当前公安改革发展的思想基础，学习实践科学发展观对公安改革发展有着重要的意义。在研究当前公安工作需要解决和克服的“瓶颈”问题的基础上，坚持以科学发展观统领公安工作和公安队伍建设，更加自觉地走科学发展道路，把科学发展观落实到公安工作的各个方面，体现在公安队伍建设的各个环节，推进公安工作持续稳定发展。
