中央企业进一步战略性重组的推进机制

中央企业进一步战略性重组，事关我国经济结构调整和产业结构升级，涉及各主体的利益调整，需要国家制定和执行相关的政策措施来推动。本文从进一步完善国有资产管理体制、理顺民间资本参与中央企业重组的途径、妥善安置职工、运用财税政策和有效促进债务重组等方面论述了中央企业重组的支持机制；从颁布实施《反垄断法》、产业安全规制、国有资产交易规则和运用产业政策规范资源重组等方面阐述了中央企业重组的规制机制。

The Promotional Mechanism for the Further Strategic Restructuring of Central Enterprises

The further strategic restructuring of central enterprises relates to the economic structure adjustment and industrial structure upgrading of our country and involves the interest adjustment of the parties concerned, so the state needs to formulate and carry out related policies and measures to promote it. In this paper, the supporting mechanism for the restructuring of central enterprises is discussed from the aspects of further consummating the state-owned asset management system, improving the channels for private capital to participate in the restructuring of central enterprises, appropriately resettling the employees, making use of financial and tax policies, and effectively promoting debt restructuring; and the regulation mechanism for the restructuring of central enterprises is explained from the aspects such as the promulgation and enforcement of the Anti-monopoly Law, industrial safety regulation, state-owned asset transaction rules, and the use of industrial policy for normalizing resource restructuring.
