| 摘 要： | 政府新闻发言是一种议题传播管理行为。这种议题管理包括政府对公共危机事件传播过程中的议题设置、议题培养和议题引导等多种传播管理行为。政府新闻发言在公共危机事件可以通过议题设置,实现政府对公共危机事件的传播管理。积极有效的政府新闻发言体现了政府作为公共管理机关应该承担的公共信息告知、保证公众对公共危机事件的知情权、稳定社会、引导社会舆论、强化社会管理等职能。

| Abstract: | The government news announcement is a management behavior of topic transmission.This topic management includes the related topic choice,topic development and topic guidance.Through topic choice,the government news announcement can help realize the transmission management by the government for handling public crisis events.The positive and efficient government news announcement reveals the responsibilities of the government as the public management body for releasing information about the public crisis events,stabilizing the society,guiding the public opinion and improving the social functions. |
