The ICC Arrest Warrants for the Lord's Resistance Army Leaders and Peace Prospects for Northern Uganda

Abstract:For nearly the last 20 years, the government of President Museveniin Uganda has been battling the Lord's Resistance Army (LRA)insurgency in northern Uganda. The conflict has been describedas one of the worst humanitarian crises in the world. Havingfailed to end the conflict militarily, the government of Ugandainvited the International Criminal Court (ICC) to investigatethe activities of the LRA with a view to prosecuting the rebelleaders, who are responsible for the most egregious human rightsabuses that have been perpetrated in this conflict. The ICCinvestigation has resulted in the indictment of the LRA's fivemost senior leaders. However, they are yet to be apprehended.Meanwhile, the issuing of the arrest warrants seems to haveended all hopes of resolving the conflict peacefully.
