| 摘 要： | 高校稳定是整个社会稳定的“晴雨表”，随着社会转型时期的到来，高校与社会的互动日益增强，建立维护高校稳定的预警机制具有十分重要的意义。预警机制是指能灵敏、准确地昭示风险前兆，并能及时提供警示的机构、制度、网络、举措等的总和。它具有预见功能，警示功能，减缓、阻止和化解的功能。预警机制应按照设计指标——收集信息——调查分析——发出警报——危机处理的基本模式来构建。
