政府绩效评估模式的选择策略

人们的政治价值很大程度上是民族传统政治文化浸润的产物,观念传统和制度结构演进的路径依赖会不断强化绩效评估价值的中国特色。我国政府绩效评估模式的选择策略应体现:顾客至上的原则;公共责任的原则;匹配优化的原则。中国政府绩效评估模式选择过程中必须要注意处理好:政府绩效与施政成本之间的关系;评估标准的价值统一性与评估指标差异性之间的关系;评估主体的依附性与独立性之间关系。

Strategy of Selecting the Evaluation Mode of Government Performance

To a large extent, people's political value is the product infiltrated by traditional national politics and culture while conceptual tradition and path dependence of structural development will increasingly strengthen the Chinese characteristics of performance evaluation value. Strategy of selecting the evaluation mode of government performance should be shown by the following: principle of customers first; principle of public responsibility; principle of matching optimization. In the selection of evaluation mode of Chinese government performance, the following should be properly dealt with: relations between government performance and administration cost; relations between uniform evaluation standards value and different evaluation indexes; relations between dependence and independence of evaluation subjects.
