拜登政府的美日印澳四方安全合作构想述评

The Malabar 2020 military exercise was the first joint military exercise held by U.S.,Japan,India and Australia after the Quadrilateral Security Dialogue resumed in 2017.It reflected the willingness of them to restrain China and new developments in their cooperation.The Quadrilateral Security Cooperation was the foundation of the Indo-Pacific Strategy that had sustainable development in recent years,and was an important mechanism to contain the rising China.The increased quadrilateral security cooperation had far-reaching influences toward bilateral relations between them and China.The already tense Sino-Indo and Sino-Australianrelations deteriorated further after this exercise.U.S.promoted further competition with China.After Biden came to power,the quadrilateral security cooperation was further strengthened.By using consultations with allies,Biden had promoted the institutionalization and normalization of the quadrilateral security cooperation and moved to paramilitary alliance.They had made it clear that they would not stop restraining China in the political and security fields,but would improve economic relations with China based on their interests.Biden was strengthening the multilateral security architecture for the Indo-Pacific region against China.U.S.sought to isolate China at the diplomatic level and formed strategic encirclement toward China at the security level.Biden administration’s quadrilateral security cooperation conception would expose China to more complex diplomatic situation and more treacherous security circumstance.
