政府责任初论

我们知道政府是整个社会政治和经济的主要引导者,因而政府的一切活动无不与责任密切相关。政府责任是以"责任"为其核心概念,以责任体系的构建、责任的履行为其基本价值理念。这里所说的责任并不是一般词义上的责任,而是在政府的角色构架内,是政府因其特殊的公权行使者的身份而必须对民众、权力机关、法律法规、社会价值观念履行的责任。总之,政府责任就意味着对民众要求做出积极回应,政府必须以"民众市场"作为导向,回应"市场"需求。

On the Beginning of the Responsibility

We know that the government is the major social,political and economic guide,the result of all the activities and responsibilities are all closely related.Government responsibility is "responsibility" for its core concept of responsibility to build the system,the responsibility of fulfilling its basic values.Talking about here is not the responsibility of the responsibility on the general meanings,but in the role of the Government within the framework of the Government because of their special exercise of public power must be the identity of the people and authority,laws and regulations,social values of their obligations.In short,it means that the responsibility of the people to make positive response to the request,the Government must "public market" as a guide,in response to "market" needs.
